Labour Mobility Manager
At Primo, we’re looking for a commercially minded and people-focused leader to take end-to-end accountability for the performance of our labour mobility function and workforce pathways, including the Pacific Australia Labour Mobility (PALM) program. Based at our Head Office in Chullora, this role is vital in supporting the workforce needs of our high-demand operations, ensuring strong program delivery, compliance, and a positive worker experience.
Leading a dedicated, multi-site team of Community Coordinators, you will foster a supportive and collaborative environment that achieves exceptional outcomes. With accountability across financial management, stakeholder satisfaction, and program performance, your success will be measured through workforce availability, cost management, retention, compliance outcomes, and the overall experience of our workers.
Key Responsibilities
- Lead the end-to-end delivery and performance of Primo’s labour mobility and workforce pathways
- Manage budgets, forecasting, and financial performance across recruitment, mobilisation, accommodation, and workforce support
- Develop and maintain reporting, dashboards, and metrics to inform workforce planning and decision-making
- Ensure full compliance with employment legislation, visa conditions, PALM requirements, and ethical sourcing standards
- Act as the key contact for audits, governance reviews, and external regulatory bodies
- Partner with Operations and Workforce Planning to forecast labour demand and align workforce supply
- Manage recruitment pipelines and relationships with labour mobility providers and offshore partners
- Monitor workforce performance, retention, and engagement, implementing improvement initiatives as needed
- Oversee the end-to-end worker lifecycle, balancing pastoral care with operational performance outcomes
- Build and maintain strong stakeholder relationships across sites, corporate functions, and external partners
- Lead, coach, and develop a geographically dispersed team of Community Coordinators
- Drive continuous improvement initiatives to optimise service delivery, cost efficiency, and worker experience
About You
- Tertiary qualification or equivilant in Business, Commerce, Human Resources, Community Engagement, and/or Project/Program Management
- 5+ years experience leading large scale people initiatives or commercial leadership experience
- Proven experience leading operational or service-based teams with accountability for performance, cost, and compliance
- Strong commercial acumen with experience managing budgets, reporting, and driving cost efficiencies
- Demonstrated ability to balance people-focused service delivery with operational outcomes
- Exceptional stakeholder management and influencing skills across diverse internal and external groups
- Experience working within complex regulatory or compliance environments
- A culturally aware, empathetic leader who values diversity and fosters inclusive, respectful workplaces
